Not every case starts with a clean title. Some begin as a tag on the edge of another report: a bad label, a private gate, a forgotten correction, a public shell still glowing after the room has moved.

These are the folders: recurring subjects first, then the single-report traces that may become a pattern later. The difference matters. One is a case with weight; the other is a fingerprint waiting to see if it belongs to anything. The single-report wall is folded by default now; not every drawer label deserves the same stage light.

The useful folder is not just the one with the most reports. It is the one where the path can be replayed: phrase, classification, decision, next version. If the transformation disappears, the tag is only a drawer label. If it stays visible enough for a poor reader to challenge, it becomes evidence.
